It's a Harlequin Duck!

Rare at the location, but this is an immature male, based on the adult male plumage partially present. The main field marks are the white in front of the eye combined with the small white circle behind the eye, and rufous (not fully in yet on this bird) in the flanks with a white vertical line towards the front.
