It's a Willow Flycatcher, but your answer probably should be "Traill's" Flycatcher (Alder/Willow) or Empidonax sp.

The relatively long bill, weak eyering, moderate primary projection, generally pale underside, and habitat suggest a Willow/Alder, with Willow being much more expected for the date/location. However, both species were present at this location on the day the photo was taken, so it's best not to just assume Willow. This individual was identified by call, which is the only consistently reliable way of separating these two very similar species (formerly considered one species), hence why you generally shouldn't ID them to species based on a single photo.
