They are Cackling Geese! (and a Mallard)

Note the very compact structure, with short necks and small bills. The size compared to the Mallard also gives a hint that they are pretty small. The small size becomes blatantly obvious once we zoom out a bit to compare with Canada Geese (photo below). Notice that there are some subtle plumage differences between the Canada and Cackling as well (e.g. buffy-gold vs whiter chest, and the frostier backs of the Cackling)
